Access To Recovery

Program Description

Access To Recovery is available to adults with a need and desire for substance abuse treatment and recovery support services. ATR helps participants develop personal substance abuse recovery plans and connects them with the treatment and recovery support services that best fit their needs and goals. Participants choose where they wish to receive services. Then the ATR program uses a voucher system to manage services and pay for recovery support services for a limited time.

The Access To Recovery program targets specific populations for priority admission. Military members and families are one such priority population.


  • Care coordination.
  • Recovery support services, including spiritual and faith based support, recovery housing, employment and job training, life skills classes, recovery coaching, child care and transportation.
  • As the payer of last resort, ATR can also provide methadone long-term detox treatment.


  • Income less than 200% federal poverty level. For 2014, these income limits are (by household size) 1: $2340. 2: $31460. 3: $39580. 4: $47700.
  • U.S. citizen or legal U.S. resident.
  • RI resident for at least 6 months.
  • Priority given to RI National Guard members and other members of the Armed Forces and their adult family members.

How To Apply

  • Referral from: probation and parole officers, the Anchor Recovery Center, Open Doors Re-entry program, the Department of Children Youth and Families (DCYF), and residential or opioid treatment programs. See website for details.
