Program Description Grant and Per Diem Transitional Housing

The VA Grant and Per Diem (GPD) Program awards funds to non-profit community agencies providing transitional housing and offering services to homeless Veterans, such as case management, education, and counseling. The goal of the program is to help homeless Veterans achieve residential stability, increase their skill levels or income, and obtain greater self-determination.

There are several transitional housing programs in Rhode Island funded by the VA as Grant and Per Diem sites. Veterans may stay for up to 24 months.


  • John Joyce House is a 12-bed GPD house in Providence.
  • Substance abuse and mental health counseling.
  • Case management.
  • Employment assistance.
  • Life skills training.


  • Male.
  • Homeless.
  • Military discharge was under anything other than dishonorable conditions.
  • Sober.
  • Mental Health and/or Substance Abuse diagnosis.
  • No higher than Level 1 Sex Offender

How To Apply


  • Discharge status verified by the VA.
  • Documentation for proof of homelessness.
